PLEASE!!! Help with 1971 65hp mercury syncing issue

Hello, I'm having a little trouble with syncing and timing this motor. I have a Seloc manual, just really doesn't explain to well I quess. First off compression is good, all consistant. Starts and runs idles great. Only problem is 3 dots on the flywheel and arrow on the timing pulley are way off, not even close maybe 5 or 6 teeth from being in line. I took off the throttle cable and loosened the idle and spark advance bolts and tried to turn the distributor and move the timing a little closer and nothing happens. Spark plug wires are correct. I don't know, running out of answers. Thanks a lot. Nate

Is it possible that the flywheel was removed from the crankshaft end fitting (many small diameter bolts) and reinstalled one bolt hole off? Installed this way, the timing would not be affected. If the timing was actually off this far, the engine would run poorly or not at all.
