pleasurecraft overheat question

pleasurecraft, v-8 ford engine. 1987 freshwater cooled. 302.

The engine's manifolds and risers got extremely hot while the engine itself stayed at normal temp-real wierd. The first thing I did was pull a riser to see if they were clogged and they were very clogged so I did the manifolds and risers as both are saltwater cooled on this engine. I also did the pump impeller.
Running the engine on land and on the hose it runs nice and cool as well as the manifolds and risers. With the boat in the water the engine still runs at normal temp but the manifolds and risers still extremely overheated even at low speeds. Should I have replaced the entire pump housing maybe since the engine runs good with the hose (hose applying pressure) and not good without the hose?

The salt water side of the system is simple and as follows.
-Intake through Hull
-Sea Strainer (Cleaned out)
-Tranny cooler (Cleaned out)
-Raw Water Pump (Changed pump impeller but not housing)
-Heat Exchanger (Did not clean yet)
-A "T" with one side going to one manifold the other side going to the other manifold.
-Out

i'd most definately clean the heat exchanger. check impeller, raw water pump to ensure they are working proper.

I guess I should have asked this to begin with but what would be the normal temperature at the top of the risers be at idle? I figured before I take it back out on a test run I'll see if it is still too hot at the dock. Right now they are at about 130 once the engine itself is at normal temp. I still didn't replace the pump but this is a much better temp than yesterday before I cleaned out stuff, how does this sound?
