Plug inspection with PIC, ignition or fuel??

1988 johnson 140 looper v4
I replaced fuel line, bulb, filter
Fresh fuel and tried 3 different tanks
Tried 3 different fuel pumps
Took carbs off and cleaned EVERY jet and orifice, perfectly clean
Motor stalls at WOT or runs at 3/4 speed sometimes
Just installed new QL77JC4 plugs
Plug 1 looks very dry and sooty (this used to happen on plug 3)
Is this a fuel issue or ignition??
I'm being highly advised it is ignition that the timer base/ppack is not firing correctly on 1 and 3--but spark jumps good blue snap at 1/2 inch on all 4

Index the flywheel to ensure it is firing at the correct time....
