Points ajustment on 15hp johnson

Hi,quick question.My factory manual says to set the points at .020 at WOT.
What difference does it make where I set the points at? Shouldn't the points be at .020 no matter where the the plate is in relation to the cam? All your doing is advancing or retarding,they will be at .020 wherever they are.
Opinions please.

Thanks,it didn't make any sense to me why the throttle had to be WO to set the points.Don't know why it says that.Misprint I guess.
