Polaris 700 hurricane

I have got a polaris hurricane 700 its 1999 i was out at sea today on it and it cut off on me and would bot start for me again is it possible to sieze with plenty of oil the carbs have just been rebuilt and tuned hope some 1 can help thanks

Is the engine locked up? Too much or too little fuel can cause engines to fail.
