Port List on 1993 crownline 250cr with 7.4 liter

My boat has a noticeable list to port. About 4-5" difference from Port To Starboard. My batteries are on the high side. Even 200 lbs only changes this by about 1.5 inches. Has anyone seen this problem? I love the boat but this of course affect handling in a cross sea. I also need new canvas if anyone has a used canvas in good shape.
Should I consider shifting my Gas tank to Starboard?
