Possible Missing Rear Vent On Lower End

Below are two pics of the lower end of my 2002 Mercury/Tracker 40ELPTO. It looks like there is a screw missing from my lower end vent. Can anyone confirm or deny? When I read an article about changing the gear case lubricant the photos showed a front vent, a rear vent and a fill hole. It looks like there is a plug missing from the rear vent. Or do some motors only have one vent and what would the hole pictured be for? Thanks.

That a cast drain hole and nothing go in it....
