Power steering actuator removal

1990 Bravo one power steering actuator has to come out. Mechanic can not get the bottom pivot nut off (ones with locking tab) because the y pipe is in the way, meaning engine has to come out. I can't believe Merc would design it this way that you can't get any leverage to unbend locking tab and remove nut. We can get top nut out no problem, but no go on the bottom one. Anyone else have this experience?

I just removed mine. Using a 1” crows foot and a stubby ratchet, and some brute force….so the hex points push the lock tab out of the way.

That is a tight spot, the crow foot or other specialized wrench may get it. I didn't have trouble with those but on OMCs and Volvos they use cotter pins instead of locking tabs that are hell to get out. Rag is covering the Y pipe to keep stuff from falling in it.
