Power steering issue

I bought a 94 Crownline 196 that had been sitting for some time. Noticed i couldnt get the outdrive to turn at all so i separated the cable and actuator and still couldnt get niether the steering wheel or outdrive to move. Replaced cable and removed actuator, and got the actuator to finually break loose. Installed everything back and now the power steering seems to work sometime and sometimes not at all. Now i dont really know where to go from here. Do you think the actuator or steering pump is bad or just air in the lines?

Ayuh,..... What motor,..?? What drive,..??

Are the wrench flats on the actuator shaft perfectly vertical plum, 'n true,..??

Did ya pull the aft end of the steerin' cable outa the aluminum tube,..??
It needs to be cleaned, 'n well greased,....

The oil just goes 'round in a circle, donno how there'd be air in the lines,...

To purge the air top off the reservoir and then wind the steering back and forth a number of times lock to lock.
The engine can be off which is better that muffs so you avoid the risk of dropping the muffs and ruining the impeller. Once you have wound it back and forth 10 or 15 times recheck the fluid level and bring it to the mark on the stick.

Boat came with a 5.0 but i swapped it for a 5.7 and has an alpha 1. I did take the tube out and it was clean and greased. I get it back from the upholstery shop tomorrow and ill chech it.
