power steering ram is locked up!

While in the process of rebuilding my boat a 1997 regal 2100 LSR, one of the numerous problems I've ran into is that the power steering ram is locked up. disconnecting the oil lines doesn't help either. my first thought was that maybe it has built in lock-out valves requiring the system to be pressurized to get a response from the steering, but then again i don't see the need for lock-out valves? Any suggestions?

I had a similar problem only once after de-winterizing the boat. The wheel wouldn't turn for anything. Out of frustration I grabbed the outdrive and gave it a few good jerks back and forth. The drive loosened up and I haven't had a problem with the steering since (about 4 or 5 years now).

I've actually tried the same thing with 2 people and it wont budge

Ayuh,.... Start disconnectin' the linkages, til ya find which piece is seized,...

I'd Guess it's the cable inside the aluminum tube at the transom...
