To find the problem, first unhook the steering rack from the outdrive. Put the muffs on it and start it up. Now turn the wheel in each direction. If it moves from left to right without any problem, your rack and steering is probably okay. If it doesn't, then this is where your problem is (bad rack) Now turn off the engine, remove your muffs. Go to the outdrive and try to move it back and forth. If it is hard to move, then this is where your problem is. The pivot points in the gimbal are siezing up. Maybe a good grease job can remedy the situation but I doubt it. You may need to pull the outdrive to get to the gimbal unit where the steering pivots are. Not exactly sure of the procedure in which to change those.<br /><br />I wouldn't force the steering past the point of it not wanting to turn. This could seriously get expensive by breaking pieces parts.<br /><br />Hope this has been some help to you. Good Luck
