Power tilt and trim on a 1984 200 HP Evinrude

Can some one please help with my power tilt and trim. Out of the water it works perfect, it is strong enough to pick me up and hold me me up. When I get the boat in the water it still works at very low speed, but when I give any fuel at all the engine goes all the way down and will not come back up until I almost come to a stop. Has anyone ever had this problem? I was thinking maybe the cylinder needs to be rebuilt? Are there parts available for that?
