Power Tilt not holding

Hi there, I'm a newb to here & boating so bare with me pls lol. My friend & I got a 1985 Regal Medallian 185 with a OMC 3.8L I/O last fall. Now after a bunch of TLC & some major cash in to the outboard, the power tilt for the engine won't hold it in place. You start off, trim in/down, give er a bit of throttle & the bow goes skyward as does the front of the engine. It wont stay in place. Is this normal?

Last fall it would get to plane rather fast. Buddy said he winterized it according to the manual bla bla bla & that shouldn't be the issue.

Now, we did get a rebuilt Roch. carb for it that still needs to be set up a bit better (bogs & farts up the carb at 3/4 throttle & up) & last year we were able to give it full throttle & it would plane right away.
Maybe thats the issue, not enough power?! (stock the engine is rated @190HP I believe)
Lots to say in here, I'm trying to give a full picture of what's going on & has been done.


any help would be great & I love the layout of the forum, being part of another for my Chev Blazer it's very familiar to navigate.
