power tilt/trim questions

Johnson 115hp with electric shift...unsure of year but early 70's is the assumption.This has the old style power tilt with the pump mounted outside the transom plate.When i try to tilt the motor, i hear a clicking sound coming from the bottom of the pump.It sounds like a relay or solonoid, similar sounding to a relay in a car.I can manually move the motor up and down, but no power tilt.Could the motor be bad...or possibly a lose or broken wire? Maybe it needs to be bled? Im new to outboards, so im trying to use my automotive knowledge.Thanks in advance.
