Power trim and tilt question

I have an 1989 50hp Evinrude with power trim/tilt problems. The motor runs but needs assistance to tilt upward. Tilting down is no problem. I have checked the fluid and it seems to be nothing but auto power steering fluid. I added some to bring it up to the fill hole level. I have tried to tilt and lower it several times to get air out of the system but I'm not sure if there is anything else I need to do. What is the screw with the clip on the outside to prevent removal?? Is this an emergency release?? I need proceedures and troubleshooting help!!

assist motor up, lock in place, add fluid, close cap, lower motor, assist it up, repeat until it take no more fluid. then cycle up and down about 6 times.

Do exactly what tashasdaddy said. Then, if it does not work, try using hydraulic fluid or hydraulic jack fluid. The power steering fluid may be the issue. Oh, and welcome to iboats!

i use power steering fluid.
