power trim leaking down

have a 2001 50 johnson replaced packing on piston and o-rings in cly.and it slowly leaks down any info. on this ?

has it been bleed out completely? Air and not enough fluid could cause this.

yea I guess worked it up and down several times and refilled it it suppose to bleed its self just working it right ? thanks for reply
