power trim not workin up

I have a 70 hsp 1994 Johnson outboard and cannot find the power trim up solonid. Motor will only trim down can some one help me thanks

I believe it uses one solenoid and 2 relays, you can try swapping relays around. Does the trim pump run in UP mode?
could just be an air pocket.
