power trim problem

I have a 1996 60hp mercury. The trim would go down but it would not go up. The relay would click so I switch the relays now it would go up but not down.I thought the relay was bad. So I put a new mercury reley in but it did not help.I could move new relay to the up or down will not work. but switch the other relay it would, I tryed another relay same problem need help<br /> <br /><br /> Glen

The opposite relay is the bad one. It's best to change both when one goes out, they both have the same wear.
