Power trim problems

I have a 1984 50hp that has been in storage for 25 years. As getting it back in service the power trim is not working properly.
The trim will go all the way in up and down position but when it gets to tilt it strains but will not move anymore.
It has a cylinder on each side of the engine. I removed the bolts that’s attach to the engine. Starboard cylinder moves freely but port cylinder may move an inch. fluid is full. I can not locate the relays to check.
Is anyone familiar with this problem on a similar engine

Question for you.----Are the 2 cylinders the same ?-----One is called a TRIM cylinder and one is called a TILT cylinder.

Yes both cylinders look identical.
Starboard side is trim so port side must be tilt. Tilt is the cylinder not moving and Strains once trim, reaches, High Point

The cylinders are different internally.----Perhaps look at the pivot points on the motor.----Something might be binding up.------Failing that you might need to find repair kits.

Do not need a picture here.----I could go look at one of theses in my " parts motor " storage shed !

When I’m able to get back to it I will see what I find. Thanks for your advice. I’ll post the results if I find anything.

I was able to get back to my project outboard. Disconnect both cylinders from engine and open the release screw. I broke the tubing loose to the port cylinder. I was able to move the starboard ram freely by hand. The port ram moves from closed toward open only 3” freely than stops to a hard stop.
Has anyone run into this issue. I have only word on double acting cylinders. Can’t find anything by googling. Any help appreciated.
