power trim pump on 1999 Merc 125 outboard hesitating. why?

hey guys I recently bought this outboard and normally it trims up and down fine however I have noticed a few times when I had it trimmed part way up already it would refuse to go the rest of the way in that direction, it would go down and once I trimmed it all the way down it resume normal function and seemed to go up and down fine. also once or twice when hitting the button On the motor itself I could hear what sounded like the pump running but got no movement out of the motor I released the switch and click it again and it worked. just wondering if these are warning signs of a failing trim pump or switch thanks in advance for any help James

check the fluid level. If its fine, its likely a cracked cylinder

Change the fluid, it sounds like contamination

ok I would like to change the fluid either way but I will start by checking the level can anyone tell me how to do either of these things?
