power trim switch on 1979 Marquis

I have two switches and one square button on the dashboard - not sure what does what. I bought the boat used. The power trim pump was a bit difficult to get to work. Now the pump will not engage up or down. Any suggestions would be helpful. Powered by Mercrusier 470

Ck the fuse at the pump
