Power Trim/Tilt Problem '97 115 Suzuki

I have a '97 115 Suzuki that intermittently will not trim up. When I press the up switch it will just click, after a few tries it will then go up. This happens on both the switch on the throttle handle and the switch on the motor. It doesn't happen when triming down. Any idea what is wrong?

It sounds like an electrical issue if happening with the throttle switch and the one on the motor probably an issue with the electrical connection on the trim motor. If was a valve or any issue like that you would still hear the trim motor working just no results.
