Dimitry, There are usually two causes for this. The most likely cause is a leaky piston seal in one of the trim cylinders. You may be able to get a rebuild kit to cure this, but it may require special tools to install the piston back into the cylinder, after you replace the seal. You will also need to isolate the problem to the correct cylinder (if you have two). The other cause is a defective control valve in the power trim pump. I do not know if this can be repaired, it may just need to be replaced.<br /><br />It would be helpful if you posted the year of your motor and described the trim/tilt system. It wll be easier to assist you.
