Is 1985 60hp and 40hp evinrude interchangeable

Yes they are the same 45 cid block. I would look at the parts fiche to see the other differences between the 2. I would guess carbs,timing and. Exhaust tuner are for sure different.

You need to compare the motors on the parts fiche. Would not make any sense if a timing change and exhaust tuner are needed.

Maybe, maybe not. A 50% difference in HP is going to require the port timing to be different, so the block might be different, or the pistons are different, in either case it might require a different cylinder head.
Putting on a too big of a carb can make for a very unfun engine to operate.
