I have a 9.9 HP 2-stroke outboard. Takes a shot of starter fluid to get it started, however I keep hearing NOT TO USE starter fluid as it is bad for motor. Some say to use WD-40, and other say use premix in spray bottle. What exactly is PREMIX?????

The same 50:1 fuel/oil mixture we have "premixed" and on hand to run in our motors.

You want to find out why it needs assistance to get it started. Are the plugs fresh, is the ignition system up to snuff, is the carb clean and properly adjusted, are you performing proper starting procedures? You shouldn't need to squirt anything in there, but if you absolutely cannot get it started any other way, then use premix, maybe in a chemically resistant spray bottle. Just keep in mind the hazards of having gasoline in a spray bottle on a boat, not the safest thing in the world. WD-40 isn't flammable anymore (at least the stuff I am getting isn't), and like Willy said, starting fluid can strip the surfaces of the oil they need. I'd check the setup first. Good luck...

There is nothing wrong with using a good quality starting fluid since they contain an upper cylinder lubricant to prevent wear of the internal componets. I would have to agree with Jason on this one. Figure out why it will not start in the first place.
