Primer bulb is soft; Fuel filter almost empty

I have a '92 70hp evinrude and have replaced the inline fuel filter after completing a rebuild on the power head. While flushing the motor I noticed the fuel filter was empty and the primer bulb was empty until I pumped it up. While the motor is running I can watch the fuel disappear from my filter but can pump the bulb and see fuel going into the filter.
I do not want to do any damage to the motor so any help or ideas would be great.

make sure vent is open on the tank. once the motor starts the fuel pump relieves the pressure on the bulb, it will be soft, as gas flows thru.

Having a huge air bubble in the fuel filter is normal. Don't worry about it if every thing is running A-OK.

Tash,
The fuel tank is in the hull and I'm running double oil for a 20 hour break-in on the rebuilt motor. Today was the first sea trial. Motor seemed to run fine but I'm concerned about the lack of fuel in the filter and the bulb not having any fuel in it.

When the engine is running, the primer bulb is just a wide spot in the fuel line, it should be soft. The fuel is being pulled in, not pushed in under pressue,so why should it be firm?

If it's running fine then you must be getting enough fuel through. If there is enough fuel delivery to the carbs then you should be O.K.

agree if the filter is before the pump as it should be, the pump sucks it thru, it will not be full.
