Is the primer bulb supposed to be soft or hard while the engine is running?

on a cold start it will most likly be soft and you should pump it until it gets hard. when the engine is running it should be somewhat hard but not hard enough to the point where you cant squeweze it. it should not be soft though.

The bulb will not stay firm with the engine running as fuel is being "drawn" through it rather than "forced". As a result, its not a pressurized system. It should however, not be sucked flat as that would indicate a restriction between the tank and the bulb.
