primer bulb

Hello, My question is about the primer bulb for my 1988 15hp Johnson outboard. The bulb will pump up and stay firm for a couple of minutes, but by the time I get to start my motor, the bulb will be soft again. Is this a normal condition or should the bulb stay firm?

This is normal. The primer bulb fills the float bowl in the carb. Once running the fuel pump takes over.
