Problem lifting outdrive

I have a 1984 Bayliner Caprice with a VolvoPenta outdrive. This has an electro-mechanical lift mechanism. The outdrive is in hte down position and I cannot lift, either by using the power switch or by manually lifting from in the water. At first I only tried the electric motor to lift and had no result. Then I got in the water to lift, but it is stuck. I have checked the electric motor and it works (I jumped from battery to the motor and I get both directions). The strange thing is that I can't lift it manually when I am in the water- I can "rock" the outdrive about a quarter inch but it won't go more. I even made sure the reverse lock mechanism is dis-engaged. I'm pretty sure it should go up if I manually lift it because a couple years ago I had a problem with it lifting in reverse.

The next thing I will try is to remove the worm gear and clean this assembly up and see if there is something wrong there.
But, the strange thing is- it should lift up by manually lifting.

Any suggestions on what to look for? Thanks

If that is the 270 series outdrive the reverse lock mechanism should disengage if you press the bar towards your body while lifting carefully on the outdrive itself. If that doesn't work there is something wrong with the lock mechanism- maybe a spring? Joe
