Problem with high engine RPM.

I am puzzled. I have a 3.0 OMC that runs beautifully most of the time. The problem I am having is that after running at high RPM's (3000-4500) the engine does not want to come back to an idle. After a normal deceleration, it will come down to 1200-1500 where it wants to stay for several minutes. It will eventually slow down to a normal idle of 6-700 where shifting is not a problem, but it takes several minutes to get there. Meantime, I've got to drive around until it decides to slow down. The ESA is working properly, that's not what I'm having trouble with. I can slow it down with linkage adjustment, but then it idles too slow the next time I use it. Any ideas.
