problem with low speed adjuster

86 model 25 hp-put in carb kit(pulled welch plugs)but if I turn adjuster all the way in and back out one turn-idles ok. But in order to speed up idle-I have to turn screw IN-not out(dies if backed out any more). What could be the problem? Adjuster had a small groove in it so I sanded it out using emery cloth-being careful to keep the same taper. Runs fastest all the way in? ALSO-does this adjustment affect anything other than IDLE?

Thats the low speed idle adjustment.If it had knicks in it,i'd get a new one.Is your motor a tiller?If so,there's an idle adjustment knob at the end of the handle.My 87-20hp runs best with the needle 1 1/2 turns out from a lightly seated position.Whatever you do,dont overtighten the needle.
