Problem with oil seal installation

I am installing all new seals in a 1967 4.5 merc lower unit.
I think whoever was in there before may have installed the seals the wrong way.
For example the one one the top of the water pump was installed with the metal side down,looking at the parts diagram it
looks like it should be metal side up.
How can I tell the proper way for each seal?
Is the rubber lip always toward the oil?
Is there a standard way to install them?

I have looked in my manuals and it seems that the seal for the top of the WP is installed with the lip facing upwards and is installed with Loctite A on the metal edge. I think that it's done that way to stop exhaust from entering the WP.

Often times the seal under the water pump is installed with the lip towards the water pump to keep water out of the gearcase.

Propshafts often have two seals one IN to keep oil in, and the outer seal lip out to keep the water out.

hdman97 Check the drive shaft at the pump seal. is it rusted or grooved at the pump seal?

Yes there was some rust and a groove just at the top of where the seal would be.
