Problem with setting timing

Help me please,
I have a 1977 70 hp johnson, great compression on all three cylinders.

Here is what I have done. I went out on the water last weekend and had the timer base stick on me. After looking it over I decided to replace it, as well as the stator, the power pack and all three coils, I purchased all CDI Electronics, because of there great reviews.

I have the engine in a large tub, I set the roller arm to come in contact with the throttle arm at the short mark. I then verified that all three carbs are in sinc. I verified the timing pointer is correct. I then started the engine and let it warm up. I have the timing light on top cylinder #1. I have to drop down the adjustment bar to get to get the timing to specification of 4. I get it down to there but the idle is at 2000rpm and I cannot adjust it down becase it is not making contact. Second I look at the roller bar and it is no longer making contact at the idle stage. I have included two photos. please tell me what to do. I know I don't have it in the lake, and would taking it to the lake and putting it into gear make the world of difference? Should the roller arm still be touching at the idle position?

i suggest a OEM Johnson manual, outboardbooks.com or ebay..

OK, now when I start it, it will start off at about 1600rpm, and slowly increase in RPM until I shut it off at about 2200rpm. any ideas

i have ordered the service manual, does anyone have any information that they can give me besides what Tashasdaddy recommended. I know there is a world of knowledge out there. Everytime that I try to give someone a reply I do my best to explain the procedure. So please no more about the manual. I have it on the way.

Make sure your carb throat plates are completely closed (should have been verified during the linc and sync) when you are at idle.

Also, make sure you are Before or After TDC on your timing. I checked mine recently due to a rough idle and found that it was at the correct angle, but it was After instead of Before TDC. This would more than likely cause a miss, not necessarily a speedy idle.
