Problem with Starting - pulsing with plugs in

Blew a head gasket in my J30Elcoa, had the head an water cover machined (they had to take 24 thousands off). I replaced with new gaskets and the compression is up to 120 in both cylinders (up from 50 in each with blown). When I put the spark plugs back in, I get this pulsing issue and the motor just "throbs". doesn't matter if plugs are barely in or all the way, when plugs are out it seems to crank fine, when they are in it does not. Any help here would be great, not sure what I did wrong but would love to get this thing firing back up. Link to movie of the issue below:

Looks like you might have a bad starter, or not enough power is getting to the starter.
