problem with throttle lever?

The boat does get up on a plane...But the engine won't speed up until the throttle lever is almost all the way forward (near the 9:00 position). Is this a problem?

This maybe just the way it is. Now somethings to check does it reach max rpm? Does it open to full? if so than its fine
