Procraft 210 Mercury 250 xs prop choices

My buddy is trying to find the right prop for his procraft 210 Mercury 250xs. He is now running a 26 pitch Tempest at 73-74 mph at 5900 rpm. The operating range of the motor is 5800-6300 rpm. The motor is mounted on a 10" setback. The motor is running with the cavitation plate just above the water and at very low trim. As soon as the motor is raised up the speed starts to drop. There is little or no rooster tail. It seems that the prop doesn't want to run on the surface. His last boat was a 18' procraft with a 175 optimax with a 25" tempest. The motor on that boat would run very high in the water with a huge rooster tail at 63-67 mph. We feel that the prop is not bitting the water as good as we think it should. Any suggestions?
