"Program" Motors

I'm in need of a small Merc, 9.9 hp or so. I've seen on this site, and others, seemingly pretty good deals on motors that are used for one season at Canadian fishing camps and then factory certified by Mercury and sold at discount. Does anyone have info on this program. Seems like a deal. Thanks, Slim
