prop and starter Q

two completely unrelated questions I would like to know the answer to..

1) when motor is off, is the prop supposed to "free spin"? By that i mean you can turn it round and round and round... It never USED to, but now it does [recently had a visit to mechanic shop]

2) my boat is electric start, the + running to starter, and - grounding to engine block touched the terminals of the battery only briefly at the same time. I saw a shower of spark [much like when working on a car and this happens haha] from the + terminal on battery. The starter "wound" itself briefly when it saw +12v... Was there no harm in doing so? [this occurance caused a bypass in the starter solenoid as that's OBVIOUSELY between the battery and starter]

1. With no information on the motor there is no way to give an answer. When in gear some can spin, some can't , all of them will in neutral.

2. By your description I can't tell exactly what touched where to cause the sparks, but yes you can damage electrical components when wires touch things they aren't supposed to.

I guess that's why sometimes it free spins sometimes doesnt.
[last time spun it must have been selected in neutral, other times tried shift lever must have been fwd/rev]
1965 evinrude 33hp btw.

Positive cable to starter hit positive terminal on battery, while the battery was grounded to engine block.
starter engaged temporarily for a split second.
