prop creating spray

Ahoy, I think I asked this in the wrong area, so I will try here.
I have an '01, 21 ft Conquest deep-V BR. A Volvo sx drive (unsure about the gear ratio) with 260hp sb.
I have been working with a prop guy to get the performance I want. (Now he is at a loss)
Volvo aluminum 3 blade props. All of my props are this type.(future reference)
I now have a modified 25p w/ lots of cup. Brought the boat out of the water with little effort and plained out great. WOT @ 4700rpm The ?problem? is now I have a lot of spay comming off of the top of the water directly behind the cavitation plate.
It looks like a high pressure garden hose on "shower" (not really a rooster tail).
I attained 52mph on GPS.
The reason I am concerned is, with the 23p prop my WOT was 4400rpm with a speed of 51mph. And I had no spray, just a nice wash behind the boat.
SO my WOT is where I want it but the speed, it seems, is not.
Will a hydrofoil/whale tail help this or should I look into trim tabs?
I want to get all of this figured out so I know what SS prop to get and know how to have it worked.
All of my test runs have been: boat loaded with half tank of fuel(25 gal) 2 adults, 1 teen, and 1 toddler. Only enough gear to make me legal.
Any ideas before I rework another prop?
