Prop Freewheeling

This may seem like a dumb question but how "free" should a prop freewheel? We are working on an Evinrude Lark X 40 hp selectric shift, model number 40872c. The prop with no power on is stiff and needs two hands to turn. With power on in either forward or reverse the prop does lock in. Is it normal for the prop in neutral to be stiff?

No electrical power on some electric shift models puts the motor into fwd by default. How is neutral with power on?

Makes no difference. Power on or off it still takes two hands to spin the prop in neutral.

We have made progress. Motor runs in neutral and does shift into forward. If you try and shift from neutral to reverse the engine stalls. We can get it to stay running in reverse if we give it throttle but it sounds terrible.
