Prop hardly turns at high rpm. Checked okay.

I have the 1980 Mercury and at high rpm's the prop hardly turns. I had this in another post and some guys told me to check the prop. It might be spun. Well I did just as he said and it checks out okay. Now I'm wondering what else could do it? Under the motor base by the choke knob (under that) there's a lever that says on it TROLL. What happens if that is up or down? It's connected to a ball and rod that goes into the lower unit. When moved to troll or off of troll does it do anything in the lower unit so you can rev the motor and move slow.? Also when steering with the tiller, the tiller rubs the motor cradle. I have 3 of these motors and all 3 rub. But at times they don't. I don't know if I'm moving something or what that one time it rubs and the next it don't. HELP...............
