Prop Help

I have a 03 40hp Merc Bigfoot on a 16.5' Crestliner.Currently have a 14" x 13P
prop on. At WOT she's only pulling 4600rpm and 23mph. I realize these motors are designed for pontoon boats but i'm sure some of you have adapted them to fishing boats. Just need some advice I guess.

The 13 is a pontoon prop. It should be way overrevving on a planing boat. Make sure the motor is runing on all three before proceeding.
