Prop inconsistently spinning in neutral?

Hey guys me again. I got the motor running on the boat I just picked up last weekend. Did a compression got 112-118 psi for all 3 cylinders both cold and hot results were the same. Is that good or is the motor on its way to being junk? My tiller 25hp mariner has 130 psi for compression so that’s why it makes me worried because this one is a 40hp should have more compression right?Anyways here’s a video of the motor running it runs and idles good but one thing I noticed is the prop will start slowing spinning in neutral and then stop and start again. Never seen this on any of my other boats. Is that normal or no? Thanks in advance.

Normal for a prop to turn slowly in neutral.----Has to do with the oil and the way bearings " work " with oil.

Higher hp does not equal higher compression, many times just the difference in gages. The fact that all 3 are close is good !

My Mercury manual for 3 and 4 cylinder 2 strokers states that below 120 PSI expect problems. You aren't that far off so if you had a problem I wouldn't expect it to be a game changer.
