Prop is barely turning

I have a 2002 25 hp yamaha outboard. When I put it in gear, (forward or reverse) it will spin, but will only spin so fast no matter how much gas I give it. I can put it in neutral and engage in forward again and every now and then it will "catch" and spin faster but as soon as I give it gas it slows down again. At one point I think I could see (and hear) it "catching" and it would spin a little faster for a revolution or two but slow back down again. Any ideas?

i would bet it is your hub, older props used pressed /glued in hubs, take it to a local prop shop and they might be able to put a new hub in, the new props use a different type repaceable hub, but it is worth a shot
