I believe the general rule of thumb is that you should. But every boat/situation is different.

I'm currently at the high side of recommended wot range do you know how much rpm can be expected to lose looking at laser 2 13.25x19p currently running stock 19p black max

IF I remember correctly it should be in the ball park of 200 rpm, At least that is what I think I remember reading a few years ago when I was re-propping my boat.
