prop stuck 3.3hp

i think i have broken the shear pin on my 3.3hp mariner, however after removing the cotter pin, i can't get the prop to come off the shaft. Even slightly hitting the prop (plastic) behind the blades won't budge it. Am i missing something else?

keep soaking it with PB Blaster.

would a simple small plastic prop get stuck on a non splined shaft that tight, that I'd need to soak it in PB blaster?
