pull starter won't auto-engage flywheel - 9.5hp evinrude

I have an old 9.5HP sportwin evinrude that won't start properly. The plastic part that "rises" up to engage and turn the flywheel will not do so on its own. Lightly touching the plastic part will allow it to spin around a pin that lifts it into place. At that point, I can pull the rest of the cord and start the motor. It is a pain though, taking the cover off to start the motor. Any ideas what this part is called? Or what might cause this behavior?

This is my father-in-law's motor, and he recently had a friend replace something involving this part. When he got it back, it wouldn't engage the flywheel. Now I have it on loan and would like to just fix it.

There is a spring that goes around the bottom of the starter pinion gear and fits into a gruve. It puts friction on the pinon gear when pulling the rope so the gear will raise and engage the flywheel. Sometimes they will pop out of gruve and no friction. Or else somebody forgot to put it back.

The 9.5 starter parts are shown here.

The starter pinion moves upward on the roll pin because of the diagonal slot.

The pinion and shaft should be clean and dry (no lubricant).
