Pulse Limiter?

On a 1995 Evinrude 175hp motor is the blue pulse limiter really a check valve? Are you supposed to be able to blow air through it one way and not the other? Because mine I can blow air both ways. Just wondering if it is bad or not.

That is normal, it protect's from a sudden back-fire that would damage the diagharm's,or seal's in the oil, fuel pump.It is the sudden ruch of air that will close it down.
