Had the same problem last weekend with mine. EVERYTHING new but water was not coming up to the engine. Although impeller was new, (never in the lake) I pulled the lower unit again. Tore it all apart AGAIN..... found nothing wrong. But... when reassembling I discovered the copper tube that came from the water pump upward to feed the motor had a minimal amount of "adjustment"?? Could be slid up and down a bit??? I pushed it downward so that it seated well into a rubber sleeve on the pump housing...then assembled. Started it up and it worked fine!!! Have no idea if that was the problem but ...works now!

I`m not sure what lower unit you have. But I don`t see any copper tube on mine. I think that it is just not in right. But like I said. I could only get it to bolt in one way.

I have a one of the first ones off the line!!! 66-67. It is the connecting line/tube that comes out of the top of the lower unit pump. It connects the lower unit pump to the line/hose in the top half of the drive then on through the clamshell ..through transom to motor. I even had water coming out the prop but not going up into the motor. Luckily I seen the temp going up and I pulled off the hose going to the motor and seen no water there.... as I said luckily before I burned up the engine. One always assumes if you see water coming out the back, everything is working ...not so.

Yeah. I am getting water. Its just not enough to cool the engine. My temp gauge keeps going up. And the manifold is getting way to hot. I have flushed it all out. There is no blockage. The pump is just not pumping right. Thats why I think the water direction plates are not right or something. I was told it should be flowing like a garden hose on full. And it like a garden hose more then half turned off. And I have changed the thermastat. And even took it out to see if it would help. Nothing. The water pump on the motor is working fine. So it has to be something in the way that impeller pump is in there.

Ok, This will be my last post on this thread. I found the problem and fixed it. The last person that owned this boat put in a new impeller kit. Well they put it in upside down. So when I got a new kit, It was put in the same way the other one came out. A when I could`nt get water. I printed out a print of the upper grear case of how it all went together. I saw that it was upside down. I took it apart and put it together the right way. And what do you know, Water. So thank you Howard Sterndrive. For when you said this. remove the supply hose to the thermostat housing. back the trailer into the lake until the boat is floating. Lower the drive and start the engine
if it was done right, water will be coming out the hose like the fountains at the Bellagio

Otherwise, it was not done right. Well its not like the fountains at the Bellagio. But it is like my garden hose on full. But thats on my muffs. So it may get even more in the lake. So thanks agian from Northern Mi.
