Putting my gimble housing back together

I have a 2.5l mercrusier with a alpha one. I can't read the serial number on the gimble but there are several plates with number on the valve cover of the engine if those would help.

I had to do several repairs to the boat itself which required me to remove the engine. So I decided to tear apart the gimble, sand it and repaint to remove some corrosion. I took ALOT of pictures so I could put it back together properly. But do to a small (BIG) mishap the phone I had is no longer operational. I remember most of the steps but I'm stuck. (if I call something the wrong this sorry I'm still learning this is my first boat) I'm putting the gimble ring back on the housing I got the pin in the bottom and now I'm working on the top but I think I'm missing a washer. I have looked online and can find pictures of the gimble ring and the gimble housing but not the both together and I'm getting lost. From what I can tell the pin goes through the ring then there is a washer between the ring and the housing then the pin goes into the housing and another washer goes between the housing and the control arm(can't located this washer) the above the control arm is a small washer and the but that holds the pin.

Can someone confirm I'm missing a washer or I'm missing something else all together

Thanks for the help. I now have a few more questions.

1. When installing the bellows the manual says put on the adhesive and let dry. What's the point of adhesive if it's dry before I install.
2. The water tube connects to a metal tube that goes though the gimble the metal tube has a rubber ring and a plate the holds it in place but when I put it in I can still move the tube is this normal?

Ayuh,.... #1, it's contact cement, that's how it works,.... dry to the touch, then assemble,...

#2, ya it's only the o-ring holdin' it, til the lower unit ties it altogether,....
